OmniDazzle, What does it do?

Indeed, what DOES it do? Well, it seems to ripoff Coverflow's original interface but with the purpose of doing....still no clue. Here's the program description taken from the Apple Download site:

A set of fun and useful enhancements that help you highlight certain areas of your screen, create visual effects, and track the location of your mouse pointer.
